The country is a Tetrarchy, made up of the four most powerful metropolis' within the empire. How specifically the governing body makes decisions is unknown. Before the alliance between the four regions, harsh competition kept the long divided cities at each others throats. Many parts of the empire were cast into civil wars that dragged on for years. Freedoms were cast aside in favor of security, and a tightening of the rule of law led to large scale inquisitions. Twenty seven years ago, a still unexplained and unconditional alliance was formed. An empire forged from decades of war has turned its armies on the border kingdoms. The Imperial Wars have begun.

These small autonomous cities are nestled into the hilly country side around the southern edge of the Lake Avariel. They are isolationists as a whole, each preferring to have nothing to do with anyone beyond their walls, with some grudging leniency on necessary trade. Kohlingen was elected of the cities to represent the whole in external politics, a position they alone desired. With the start of the imperial war, the Dales became the only settlements in-between the empire and the other powerful countries and thusly a necessary target for the imperial expansion. In the times of peace, each city would have ignored such outside elements, however, the encroaching armies are harder to ignore, and by-the-day more and more the people are turning towards their leadership, and by proxy to Kohlingen, with growing anticipation and unease.

Sabin Figaro

Put simply, there is no place on the continent save for Zozo that even comes close to being near as much of a den of scum like the City of Argenteus. It is positioned just south of the Lake of Avariel, it's nearest neighbors being the Port of Nemin and the city of Kohlingen. Built around the Dragon's tail Colosseum, this is a city that fills the needs of every blackest desires human could possibly have- prostitutes, drugs, assassins, mercenaries, thugs, stolen military weapons, and even slaves can be found within the city's blackened dirt marred walls. Aside from the darker interests, the City of Argenteus is famous throughout the world for the dragon's tail colliseum and the golden chocobo casino. The Dragon's Tail Colliseum is home to countless gladiators and other bloodsport enthusiasts who come to fight for fame and fortune. The Golden Chocobo Casino is the largest in the world and the present home of the infamous gambler Setzer Galbani.

Shadow

To the far west of the empire, Across the mineral wastes and over the Menitos Hieghts lies this massive country. Its rolling grasslands are renown for the vicious and highly territorial predators. However, the occasional and oddly peaceful farmlands dot the region. On it's western edge lies the end of the continent, the bay of Bismark, and a dense forest. These lands and waters are a haven for ancient monsters neigh before seen within the industrial territories. Stories of entire armies of expansionists disappearing abound within rumors of the place. Some even go as far as to whisper that these lands are truly ruled and governed by the wandering ... or patrolling monsters themselves. It has been dubed the Netherworlds by the popular fiction novels, "The cartographers tales".
